What is the Annual Parish Assembly?

The Annual Parish Assembly of a Parish Council is often referred to as the Parish Meeting. It is a feature unique to Parish and Town Councils as it must be held by law each year (Local Government Act (LGA) 1972 Schedule (Sch.) 12 section 14 (1)).

It should not be confused with the Annual General Meeting (AGM) of a Parish Council. The AGM is a Council Meeting and the occasion when the Parish Council and only the members of the Parish Council, elect their Chairman, Vice-Chairman, and representatives to Sub-Committees and outside bodies (such as School Governors, Village Hall Committees) for the year ahead.

Please note: due to the current HM Government’s measures for COVID-19, and in accordance with The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020, which came into effect on 4 April 2020,
the Parish Council will meet virtually via Microsoft Teams

If any members of the public wish to attend and make a statement or raise a question at the meeting, they should contact the Clerk before the meeting on

15 minutes is allowed at the start of the meeting for members of the public to ask questions on any matter relating to the Parish Council’s responsibilities. Members of the public may not take part in the meeting itself and the Parish Council cannot pass a resolution on matters raised during public participation but upon restoration of the standing orders can discuss and agree actions to be taken.  Individual members may speak for up to 5 minutes.

Wednesday, 1 May 2018 at 7:30pm Leek Wootton Village Hall

This is not a Council meeting, it is a meeting for the Parish electors and is open to everyone.


1.                    Introduction and welcome The Chairman of the Parish Council will open the Assembly
2.                    Minutes of the meeting held on 17 May 2017 (DRAFT 2017 Minutes available here)
(a) Matters Arising
3.                    Report on 2017/18 The Chairman of the Parish Council will give a brief summary of his report. The Chairman’s Report, Financial Report, District and County Council Annual Reports and reports submitted by community organisations are on display [printed copies available by request from The Clerk].
4.                    Open forum This is an opportunity for individuals or representatives of community organisations to speak on any subject relating to the Parish.  Questions or specific subjects for discussion may be submitted in advance. Guest, David Barber, Head of Development Services, Warwick District Council, will join the panel of Parish, District and County Councillors available to answer any questions.
5.                    Closure of meeting
Following the conclusion of the Annual Parish Assembly refreshments will be served. All are welcome to stay.
